Government assists emergency flood control projects

vietnam-vacation-hanam-img-03The Prime Minister has instructed the Finance Ministry to provide 215 billion VND (12.6 million USD) in emergency aid to speed up dam upgrade projects to control the effects of floods and storms in southern Hau Giang Province, central Thua Thien Hue Province and northern Phu Tho Province.

The money will be sourced from Government bonds.

Hau Giang is to receive 70 billion VND to implement the second phase of the Xang Xa No canal, while Thua Thien-Hue will be granted 55 billion VND to complete an urgent project to tackle the erosion of the Hai Duong-Thuan An-Hoa Duan coast. Phu Tho will receive 90 billion VND to complete repairs to dykes on both sides of the Thao river and alongside the Da river.

On Nov. 17, the PM made a decision to allocate 310 billion VND (18.2 million USD) from the 2008’s State budget reserve to 18 localities to overcome the consequences of the recent floods.

From this sum, 35 billion VND will be issued to northern Ninh Binh Province, 40 billion VND to Hanoi, and 25 billion VND to central Nghe An Province.

The northern provinces of Hung Yen, Ha Nam, Thai Binh and Bac Giang will receive 20 billion VND each, while Vinh Phuc, Phu Tho, Thanh Hoa, Hai Duong, Ha Tinh, Bac Ninh, Nam Dinh provinces will each receive 15 billion VND.

Hoa Binh is to be provided with 10 billion VND and Thai Nguyen, 5 billion VND.

A further 5,400 tonnes of rice from the national reserve will be provided as famine relief to flood victims. Ninh Binh, Bac Giang and Nghe An will each receive 1,000 tonnes of rice, Thanh Hoa, 900 tonnes and Ha Tinh 1,500 tonnes.

As many as 45 tonnes of vegetable seeds will also be provided to 13 localities to restore farming. Hanoi will receive the largest amount (10 tonnes), followed by Vinh Phuc with 7 tonnes, and Nghe An, which will be granted 5 tonnes. Ninh Binh, Hung Yen, and Thanh Hoa will each receive 3 tonnes and Ha Nam, Phu Tho, Hai Duong, Bac Giang, Ha Tinh, Hoa Binh and Bac Ninh will receive 2 tonnes each.

More aid for storm and flood-hit people

The Prime Minister decided on Nov. 17 to provide 85 billion VND (5 million USD) and 3,700 tonnes of rice from national reserves for storm and flood-hit central provinces.

The money is aimed to help stablise affected people’s life, recover farming production, restore the infrastructure system and prevent epidemics, while the rice is expected to timely aid those in hunger.

On the same day, the Vietnam National Oil and Gas Corporation (PetroVietnam) said it had decided to donate 2 billion VND (110,000 USD) to help flood victims in the capital city of Hanoi.

The flood triggered by prolonged rain in late October in northern and central Vietnam killed 82 people and destroyed 180,400 houses and 245,000 ha of winter crops. The total damage is estimated to reach more than 6 trillion VND (360 million USD).

Country daydreams find colourful expression

vietnam-vacation-hanam-img-02The “Red Bamboo” collection on show at a HCM City gallery evokes that something about the countryside that remains in the soul of every Vietnamese citizen.

The familiar rural motifs of bamboo clusters, banana, rivers, boats and gardens are clothed in primary colours of red, yellow, orange and blue as artist Nguyen Ba Tuan gives expression to his feelings about rural life in the country.

Chu Hong Tien, an art critic in Ha Noi, says Ba Tuan is a daydreamer who encounters the countryside in the eternally warm aspirations of a peasant. Tuan, 34, graduated from the Faculty of Fine Arts at the Ha Noi School of Drama and Theatre. Settling in Ha Noi, however, he has pined for his homeland, Ha Nam Province, and this longing is reflected in his works.

Since he graduated in 2000, he has exhibited in many places around the country, and in Hungary (2005) and Poland (2006).”I’ve liked painting, since I was a child. I would draw on anything possible – walls, book covers, rough paper, furniture, and would even scrawl lines on the ground.

“My childhood was of a child playing in the poverty of the countryside along the Hong (Red) River Delta – Ha Nam which has left me with many bittersweet memories. My plain and fond memories are about the poetic Chau Giang River, as well as my friends of the same age. We enjoyed bathing in the river, playing hide and seek, football and fishing together. Those memories have found a peaceful, romantic atmosphere impregnated with the immense sadness of the rural areas,” Tuan, says.

However bright and deep or hot or cold his colours are, the artist’s romantic and melancholy side permeates his rural landscapes.

The exhibition is on at 129B Le Thanh Ton Street, District 1, HCM City, until October 31.

Vietnam’s rivers flow into troubled water

vietnam-vacation-hanam-img-01Many rivers in the country are choked with contamination and untreated waste from craft villages and industrial production zones.

The Cau, Nhue and Day rivers in the northern areas are seriously polluted, according to a report on the national environment released by the Ministry of Natural Resources and Environment.

Water in the Cau river which runs through Thai Nguyen City, contains many dangerous pollutants including industrial lubricants.

Waste products dumped in rivers affect natural levels of bacteria and nutrients and biochemical reactions occur. These levels are measured by Biological Oxygen Demand (BOD) and Chemical Oxygen Demand (COD) tests that assess levels of oxygen depletion.

A section of river that runs past Thai Nguyen’s iron steel industrial zone has a concentration of pollutants with BOD and COD levels two to three times higher than recommended limits.

At a lower section of Cau river, the pollution becomes much worse and the BOD and COD concentration is 10 times higher because of waste from craft villages and industrial production zones in other provinces like Bac Giang, Bac Ninh and Hai Duong.

Facing the same situation, water in the Nhue river in Ha Tay is turning black and noxious. And in the Day river at Ha Nam, levels of BOD and COD are well above safety limits.

Rivers in the southern region are also in deep trouble and in a high alert situation.

If the environmental pollution continues like this until 2050, many parts of the Dong Nai river will die, according to the report.

“Along a 10km stretch of the of Dong Nai river, there are no fish or other living creatures,” said Pham Khoi Nguyen, Deputy Minister of Natural Resource and Environment.

In that area, the COD level is three time higher than it should be. It is estimated, that every day 480,000cu.m of untreated waste is pumped out from more than 10,000 enterprises.

In Hanoi, the situation is worse. A big concern for the region’s rivers is that no solutions are on the table.

Future tensions

By 2010, it is forecast in the social-economic development plan put together by the provinces which the Cau river passes through, that levels of BOD will rise by 1.5 times of what they are now, phosphorus and nitrogen levels are also expected to increase by a similar amount.

By 2010, waste in the Dong Nai river will increase by 1.7 times compared with 2007.

River water is also being polluted by people who live in rural areas who use it for washing and other daily activities. That’s why a lot of diseases concerning the intestine, skin and other cancers keep occurring.

Lots of children who live near the river in Hoang Tay, the Nhat Tan Communes, in the Kim Bang District, the northern province of Ha Nam, have worms.

“The water is so badly polluted and people use it for drinking which leads to dangerous diseases like cancer, in addition to skin and digestion problems,” said Tran Hong Ha, Director of Environment Protection Department under the Ministry of Natural Resource and Environment.

The polluted rivers not only affect the present generation but also future generations. If the situation continues, fish and other creatures will die in even greater numbers and become extinct causing irreversible damage to Vietnam’s ecological system.
